Paula Blake Powell

Her Honour Paula Blake Powell is the holder of a Bachelor of Laws Degree and a Certificate in Legal Education who was called to the Jamaican Bar in 1992. She specialized in Civil Litigation and Family Law as a private practitioner. Since being on the Bench from 2004 Her Honour has developed a specialization in Family Law and Child Justice, and is currently the Senior Parish Court Judge at the Kingston and St Andrew Family Court. Paula has innovated several programmes and community outreach initiatives at her court to better serve the needs of the children and their parents and guardians who interact with the court - eg. The Children's Drug Treatment Programme which is a diversion measure and an alternative to incarceration, The School Tour Programme which is a proactive attempt to decrease the incidence of delinquency among secondary school populations within proximity to her court, and The Parenting School. Paula authored the text of the Handbook for Professionals on Jamaica's landmark legislation, the Child Care and Protection Act. She has pursued courses in Social Work, Counselling, Mediation, Child Justice (University of Ghent in Belgium). She has also presented at and participated in many local, regional and international seminars, workshops and conferences - eg Caribbean Association of Women Judges (CAWJ) Inaugural Conference 2014; International Meeting on "Judging with Gender Perspective" held in Mexico in 2016; at the Organization of American States in Washington DC in 2017; Caribbean Association of Judicial Officers in 2017 in Curacao; Pontifical Academy of Sciences in Vatican City, Rome, Italy in 2017; IAWJ's 14th Biennial Conference in Argentina in 2018; IAWJ's Regional Trafficking in Persons Conference in the Dominican Republic in 2019. Member of the IAWJ; Vice President CAWJ; Founder and Immediate Past President, and current member of the Executive Committee: Jamaica Association of Women Judges.
