Judge Marlo Malagar is a Judge in the Regional Trial Court of Manila where she regularly witnesses the plight of women undergoing trial. In 2019, she represented the IAWJ in the Experts’ Meeting in Bangkok, under the auspices of the United Nations Office of Drugs and Crime (UNODC). In November 2018, she presented a paper during the Women Rights Summit in Lisbon entitled “Reproductive Rights of Women in Detention in the Philippines" highlighting conditions of Filipino women prisoners.
From 2011 - 2012, as Executive Judge of the Metropolitan Trial Court, she regularly visited Manila City Jail, the biggest and most congested in the country. She also co-chaired "Task Force Katarungan" a pilot project of the International Committee of the Red Cross (ICRC) aimed at decongesting jails through better coordination among stakeholder-agencies which initiative is now adopted by other courts.Back to speakers
